Is the client database enabled in your Squid-2.3.STABLE4?

see client_db squid.conf directive.

And please do not use SNMP retransmit timeout settings for email
communication. Use a substantially larger timeout like a week or two.
(you sent the question three times with only a few minutes inbetween)
