Intercepting ICP packets by routers

I want to build cache directory in the routers to direct Internet Cache
Protocol (ICP) query messages to the appropriate next hop cache server.
Routers intercept ICP requests and echo back the address of the next-hop
cache. Directory of nearby cache servers is manually configured. Can
anyone give me an idea as to how the router can intercept ICP messages.
