quick_abort_pct etc etc in squid-1.2.13

Hi

I am working my way through the config file for squid-1.2.13, tidying
up for when the release happens (I seem to be the 'documentation' person :)

The text:
        By default the cache continues to retrieve objects from
        aborted requests.

this doesn't match the default settings. Can someone tell me if I am
wrong... :) (I'll submit a patch to Duane in the meantime though)
