The CISCO is running IOS 12.0(6) and do not have the option to set it up as WCCP Version1.
Only has IP WCCP ENABLE and

Thanks. I wondered if the packets were being dropped for some reason.

Can you see the packets (after unencapsulation) with tcpdump?
My guess is that its something to do with ipchains.

Unfortunately I don't have any further advice to give. Glenn says he
has the solution, so look for a message from him soon.
