ACL for always giving ICP MISS to certain peers

Hi,

I'm interested in a (apparently simple) feature. All ICP queries coming from
certain peers, or matching an ACL, would return a MISS.

Is this feasible?

This is to let one Squid "know" what its peers' clients are requesting,
without having to fulfill the request.
