config file order

Hi there!

In the default config file the ACCESS CONTROLS section is somewhere at the
end, though many-many acl's are defined here which may be useful even in
earlies sections of the config file.

I suggest changing the order of sections in the default config file such
that the 'acl' definitions go to near the beginning of the file.
