wccp2 time

Hi guys,

I just managed to get myself a cisco 2516 to play around with.
So, I have enough equipment to implement wccpv2 support
into squid (and fix the wccpv1 / freebsd code, which people seem
to have problems with..), but as usual the question is time.

I'm going to finish the diskio code I'm implementing so we can
have a cyclic filesystem to test. So don't expect any magical
wccpv2 code right now. :-)
