[PATCH] - Fixed a BUG on useragent.c

Hi,

When I made the patch for Bugzilla #102 I forgot the situation when Squid
is compiled with useragent log option, but this is disabled on squid.conf.
Attached there is the fix.

Affected squid version: 2.4 STABLE 1 and 2.5 DEVEL.

The patch is made against 2.4 Branch.
