I would prefer if $SYSNETDB was a magic variable that expands to the
directory, not the full path. Also, I'd like to keep /etc/hosts as the
default on UNIX platforms if possible as $SYSNETDB is most likely going to
confuse many people who have never considered that /etc/hosts may be
somewhere else than /etc/hosts.

What I'd really would like is if $SYSNETDB and other similar variables was
set at startup, for example including the autoconf path prefixes, and then
having any environment variable expanded in any configured paths, not only
etc_hosts and/or $SYSNETDB.

For now, my main problem is the $SYSNETDB default value on all platforms.
The rest can be dealt with later.
