I like to add some new little WIN32 stuff:

- Better Win OS detection
- Automatic use of PSAPI.DLL when available, used for WIN32 process memory
informations not available on Cygwin.

The other main WIN32 stuff, the Windows service running mode, run's fine,
but the implementation it's non fully completed.
