I take a look on http://icap-server.sourceforge.net/squid.html,
I have found a problem: The ICAP code add a -i command line switch to Squid.
The same switch is used on all the Windows branches (2.1, 2.3, 2.5 and
Cygwin-svc) by the install service code.

I think that something like a "command line switches assignment rule" must
be defined in Squid coding guidelines to avoid conflicts like this.
