Good question. Neither of the two approaches is perfect.

One can say 2.4 is in transition.

The change was mainly triggered by the addition of the "null" store.

Not storing the icons is good, but there are other kinds of SPECIAL
objects where storing the object may be good, for example cache
digests, but at the same time there may be no cache_dir where the
object can be stored making the situation a bit complex.. and the
administrator may not agree that "polluting" the cache with temporary
periodic objects like cache digests just to speed up recovery in case
Squid restarts is such a wise thing..
