Helpers restructured into the helpers/ directory

The helpers has now been restructured along the lines proposed earlier

helpers/basic_auth/
helpers/ntlm_auth/
helpers/external_acl/ (only in HEAD, not Makefiles yet..)

This has been verified and seems to work fine. The CVS history has been kept
for the helpers so if you check out a older 2.5/HEAD release from the main
CVS you may need to delete the helpers directory manually (or just ignore
it).
