There is limits in different user-agents. Generally it is not
advisable to generate URLs longer than 1024 characters. The RFC
advises one to limit the length of used URLs to 4096 characters, but
servers (and user-agents) SHOULD be able to process virtually
unlimited URL lengths (Squid does not).

Also, some user-agents do not understand the extended mailto: syntax..
