So does all ASP pages unless the ASP application developer explicitly adds
freshness headers.. noting unique for www.microsoft.com. A safety precaution
to protect Microsoft from web developers not knowing about caching.

This is pretty much the standard for any HTML content on the web today.

Any images from www.microsoft.com will be cached as usual.
