At least redhat still defaults to autoconf 2.13 with autoconf 2.5 as a
secondary version (autoconf-2.53 executable name).. Next RedHat release
will default to autoconf 2.5, with 2.13 as secondary version...

But you have my go provided the existing tools will be kept available for
maintenance of Squid-2.5. But I am not prepared to switch to autoconf 2.5
for Squid-2.5 at this time.
