Well.. I have it almost automated now.. cvs2cl in XML mode gives me the
files and revisions, and with a couple of awk filters it gets into a cvs
command script..

Done. Now only squidadm is allowed to commit to the squid & squid3 HEAD
branches.
The same filter can be reused for any other branch by creating
CVSROOT/acl/<module>.<branch> listing the users who should be allowed to
commit on <branch> in <module>.
If no acl file exists, all users are allowed to commit.
