It is a callback function, called when Squid receives a response from a
redirect_program helper.
The call chain is roughly:
clientAccessCheckDone -> redirectStart -> helperSubmit -> helperDispatch
-> [wait for response from helper] -> helperHandleRead ->
redirectHandleReply -> clientRedirectDone
