httpProcessReplyHeader() is not a good place to understand this flag..

As you noticed the default is true, and it is only set to false if it
is discovered that you have a neighbor peer which does not support
private keys in ICP.

See icp_v2.cc and storeCreateEntry().

Then see httpProcessReplyHeader() and it should make more sense.
