There is no 'shutdown' packet in Squid-3.0. Instead Squid will just
send another YR on the same 'channel id'.

Adding a 'shutdown' packet is one of the goals for the revised
protocol in Squid-3.1.

UTF8 is acceptable. As close to ASCII as one can get I suppose..

UTF16 or other longword character types is not acceptable to Squid.
