Hmm.. rcs usually complains if someone is editing. If rcs complains,
contact the person who is editing.. either he is currently working on
a bug, or forgot to run "make ci" when done (which I apparently did
forget).

Probably a good idea, but requires a bit of work. Probably not worth
the effort.
Should also get rid of the patches.db file and have all info in the
*.bug files.
