Very strange, on my system only squid.exe has open handles to store.log.

Please, using Process Explorer from Sysinternals
(http://www.sysinternals.com/ntw2k/freeware/procexp.shtml), do you can
check the handles status of squid.exe and its childs, and if there is
any "orphan" pinger.exe still running on your system ?

If yes, you can kill it with Process Explorer.
