Slate it for 3.1. I'm not particularly concerned about this today - and
we have plenty of debug cleanup stuff already slated - removing
typecasts being huge.

I'd rather have 'someone' do an audit post-3.0, replacing all debug()
uses with debugs() and fixing up the sections at the same time.
