Are they both on windows machines? The same compiler? The same hardware?
the same network conditions? The same disk and network parameters?

It should, now.

It already does, as much as 2.5 does. No one has sponsored further ftp
caching development, and I"m not aware of anyone working on it, so I'd
say the current answer is "not within the foreseeable future".
