Modification on external acl

Hi, I'm Dino.
I wrote a modification on external_acl.c including a new parameter %URI becose I
am writing a aplication that need the complete uri.
I would like that you look my alteration to check if it's interesting.
The changes had been made in the version 2.5.STABLE4.
