bugzilla now uses target milestones

To ease the management of which bugs needs to be fixed in which release
the use of target milestones have been enabled in bugzilla.

The current milestones are

  2.5
  3.0
  3.1

This can be used in many ways.

a) When reading the bug reports it can easily be decided which Squid
version this needs to be fixed in. The known 2.5 bugs page uses this to
give a link to which bugs are planned to be fixed in 2.5.

b) When a bug is fixed in a older release and needs to be forwarded to a
later release (2.5->3.0) the target milestone can simply be changed to the
next version, as the first target has already been met.

c) Obviously this can be used in the query tool to navigate the
investigated bugs a little easier.

I have been using this for some weeks now and find that it greatly
simplifies bug tracking and allows more focused bug fixing.
