Yes. This is pretty well described in the draft section 4.4 but can be
simplified to just the last paragraph like you are probably doing today
but hardcoded to Layer 2 forwarding.

Configuration directives are easily added. See cf.data.pre and the Config
struct in structs.h.

The Visolve team seems rather hard to reach some times, but anything
related to the WCCPv2 implementation can be discussed here on squid-dev,
and you are welcome to join this list if you have not already.

If you want to publish your WCCPv2 modifications then you are more than
welcome to join the devel.squid-cache.org site to do this. The small fact
that Visolve is hard to reach does not prevent the WCCPv2 implementation
from being carried forward.
