Limiting bandwidth rates on certain files

Dear members

I have a linux box that runs Squid on port80 that works as an http
accelerator (with proxy on)
I use Iptables to forward request made for port 80 to port 81
my Apache runs in port81

My question is this. If I use Squid as an http accelerator, could I
configure it so that it will limit transfer rates of certain files?

For example, I want users browsing my site to download .exe, .zip and
.rar files at a max speed of 10kb/sec
