bootstrapping apparently fails on squid-cache.org for some reason, which
in turns prevents the snapshots from being created.

Right.. libtool is still not installed. Robert, didn't you fix this during
the code sprint? Looking, yes libtool is there but no default version
selected and bootstrap.sh is not searching for libtool.
