help with Squid time & more

 (I am sending a second time, I got an error msg, sorry if this is a duplicate
after all)
Hi all,
We are implementing some algorithms (as stated in our introduction) of user
preferences in squid code (we use 2.5 build7).
We have several questions :
 
1) We have to use squid time, thus to be able to convert to/from squid time, how
does it calculate it's time? Is there a function that we can use?
 
2)We need to use RTT in our algorithm, as we understand Squid doesn't save
history of RTT, it just takes the first answer it gets. Please correct us if we
are wrong & direct us to the right place.
 
3)We need to use TTL of web pages & assign TTL to those there are dynamic
therefore don't have TTL, we searched for the suitable function but seem to
miss the correct place.
 
Well, that's all for now, I thank past help & hope we didn't ask too much/vague
questions.
