Which is why there was not a cache hit. The client request forbits this
being a cache hit, redirected or not.

I don't get what you see as a conflict.

If you see that the redirection did not happen then there is a problem.
But the reason why this was not a cache hit is because the client
explicitly forbids the cache to be used to server this request.
