Also fine by me, but I think most people configuring both Windows domain
negotiate/ntlm and Digest would prefer negotiate/ntlm first, with Digest
as a fallback only on browsers without negotiate/ntlm support, at least
until we can integrate Digest authentication with a reasonable backend.
(local password file is too limited for production use).
