I'm for the split.

I'm aiming the whole config parser structure at each 'module' having its
own XConfig.h structure which it maintains and uses independent of the
rest of squid. I think splitting cf.data.pre down to make it possible
for each module to have its own would be a great thing for future additions.

This would create a cf.data directory with all the files in it, correct?
