You can always do the email manually, by saving the bundle to a file
(bzr send -o filename) and then compose the email where you like.

bzr tries to invoke the email program your user environment indicates is
your preferred email program.

Was thinking more along the lines to add some simple markup to the
english templates making the HTML parser more trivial.. We are already
parsing the error pages on each error, and adding the translation step
is pretty minor by adding a simple HTML parser identifying the
translatable strings. Not hardcoded structure or strings in the code as
such.
