Squid 2.HEAD broken when building without --enable-delay-pools

Hi Adrian,

The current Squid 2.HEAD doesn't build without --enable-delay-pools.

It seems that some of #if DELAY_POOLS / #endif are missing.
There are some piece of code in client_side.c where I'm not so sure
about the correct placement of the #if / #endif, so I think that it
would be better if you could fix yourself the problem.
