Given the likely broken support for half-closed clients in v3.0 and
Henrik's conviction that the option is useless or harmful, I am OK with
changing the default for half_closed_clients from "on" to "off" in v3.0
and taking our chances. If you ask squid-users to try the "off" setting
first, that would be even better.

We can also print a warning if it is explicitly set to "on" and point
the admin to this email thread.

If we receive no complaints about the new setting, we can remove
half-closed client support in v3.2.
