The change which brought this up was to make access.log a
DEFAULT_IF_NONE: instead of a DEFAULT: in cf.data.pre.

I found that startup after install was dying on access logs with FreeBSD
  paths when I had one configured properly with Linux paths. Due to the
DEFAULT: adding an initial log entry.

That was the correct fix. Thanks.
