[MERGE] Polish for ZPH Patch. Creating single-line config

Merges the several ZPH config options into a single line.
Which may be repeated or omitted.

Also, alters the zph_parent on/off setting to a full TOS value in-sync
with the Squid-2 behavior which is more adaptable.
