No, that's the RESERVED state..

The DEFERRED state were used by the challenge-reuse code when there was
another client trying to complete the handshake while the ntlm helper
was already processing another request with the same challenge.

Of course I am not proposing axing away anything currently needed by
NTLM/Negotiate. Doing so would be stupid.
