Note: the main test case for this change is running Squid compiled with
ipv6 support on a box not having an IPv6 stack at all, not even an idle
unconfigured one.

To test on Linux set in /etc/modprobe.d/

alias ipv6 off
install ipv6 /bin/true

and reboot, but only after you have built Squid due to the IPV6_V6ONLY
issue mentioned earlier..
