Only 1.1-to-clients was removed. Squid v3.1 does send 1.1 to servers.

There is also force_http_1p1_response ACL if you need HTTP/1.1 version
string on the client side (but not true HTTP/1.1 support).

We are working on making v3.2 use HTTP/1.1 on both sides. I doubt all of
the required changes should be and will be ported to v3.1 though.
