I do not think this is needed because one can create a temporary file
with the "arbitrary config file lines" and an #include statement.

Supporting '-' as a special filename for the existing -f option may be
useful. That special filename would cause Squid to read the config from
stdin. Handy for simple scripts and read-only environments where it is
difficult to create a disk file.
