The recent upgrade of automake & autoconf on squid-cache.org again broke
bootstrap.sh.
I think it's best we make squid-3 bootstrap.sh use whatever the system
has as default versions and not attempt searching. The version search is
mostly a legacy from when we depended on very specific autotools
versions, something neither Squid-3 or even Squid-2 does these days.
