[PATCH] Database logging daemon

This adds a database logging daemon written in perl to the bundled
helpers. The bundle includes SQL files for creating report views of the
database content.

Original code by Marcello Romani, this version has some additions to
initialize any missing database tables depended on during its startup phase.

As for testing I now have this helper in use in production with months
of access data in the DB. The expected primary key ID wrap has not been
hit yet.
