[PATCH] DynamicSslCert patch for v3.1.x

Hi all,
     This patch is the the port of the Dynamic Ssl Certificate
generation feature appeared in squid-3.2 or later. The feature described
here:
     http://wiki.squid-cache.org/Features/DynamicSslCert

I suppose it can not be included in a squid-3.1 release, but we are
posting this patch because there are people who are interested to use
this feature with squid-3.1

This is a Measurement Factory project
