trunk on openbsd stabilized

Hi all,
  I've managed to stabilize trunk on openbsd. Most of the issues were
caused by bugs in autotools, I had to hand-roll the latest and
greatest versions.
If Amos wishes, my latest commits could be backported to 3.2, this
should fix the build there, too.
win32 build is also progressing nicely, I hope to stabilize that as
well (Thanks to Guido for setting up the build environment!!)

I've restored failed-build email notifications to squid-dev for all
stable trunk platforms.
