Updating the wiki of ubuntu and fedora?

needs updating on dependencies for compiling.
for fedora 19 minimal with c and development tools minimal there is a
need to install perl-PodMinimumVersion because you install the minimized
version of fedora.
Just a reminder that fedora comes with firewalld which will cause
connection refusage so need to fit it to squid.

On ubuntu there is only need to install libltdl-dev and it can be build
fine.
The refresh_patter problem is removed when you do not use them at all...
Now only testing for what is suppose to be on the other side should be
the basic test to make sure it works without breaking anything.

The 12960 compiles fine and I hope it works.
later on a build with ssl-crtd and pcap if needed.
seems to work fine on fedora 19 and also on ubuntu 13.04.
