The "next few months" timeframe is not realistic IMO: There is
relatively little for Squid to gain from that requirement (without a lot
more work on our part) and there is a significant inconvenience for
folks that cannot upgrade.

For now, I suggest that we continue to do what we have been doing: If
there is a way to implement what you need without C++11, implement it
without C++11 (and add a comment suggesting a future C++11 migration).
