When you hit reload, if Netscape has the object in it's
cache and it has a modified date, then it sends a special
header with the GET request saying If-MOdified-Since: something..

Which means.. if the object hjas been modified since this date, send
it to me.. otherwise it sends a small responce back saying it
hasen't changes.

Shift-Reload tells netscape to not do this..
