to stupid to use cachemgr.cgi

I'm to stupid run use cachemgr.cgi:
We're running squid on DEC-OSF 3.2, on the same machine CERN 3.0 server (for
testing only - no load by users). I moved cachemgr.cgi to the cgi-bin
subdirectory, this subdir is declared as Exec in the httpd.conf, but when I
try to access http://ww2.technodat.co.at/cgi-bin/cachemgr.cgi , the Browser
tries to download this file, just like an ftp'ed file.
?what I'm doing wrong?
